Professional ethics in counseling is actually very important, especially for the patient. Essentially, it just means for the counselor to know their boundaries and stay professional at all times.

Laws related to counseling would be specific to actions prohibited by law in your state as related to working with clients. Ethics, on the other hand, is more of a professional standard and not necessarily involving acts that are illegal. For example, it is not illegal for a therapist to have a relative as a client... but it would be very unethical to do so.
