Ice cubes crackle in water because when the cold, frozen ice touches the non frozen water, it begins to become unfrozen, but not quite melt. The harsh change of temperature makes the ice crackle.

Ice, like most substances, contracts as it gets colder, and inversely it expands as it gets warmer. When you put ice into water is warmer than the ice and the ice starts to warm up. As it warms it expands. Ice however does not conduct heat very well so the outside of the cube warms (and expands) faster than the inside of the cube. The expanding outer layer of ice pushes down on the inner colder level increasing the pressure on the "inside " ice. This either cracks the inner ice or makes the outer layer slough off. In either case the breaking ice makes the easily identified "tinkle" of ice put in water.

Think of the blood pressure cuff the doctor wraps around your arm. Only add a paper ring aound the outside of it. As the cuff is inflated it pushes down on your arm as it expands and also pushes on the paper ring. Eventually the outside ring snaps.

ice cubes pop in water because ice is much cooler than water so because of the temperature difference the water reacts with the ice cube and creates a cracling almost like a poping sound.
