That is the way it is designed to work, It has a thermal clutch and as the shaft on the water pump heats up then the fan clutch starts to tighten up and quites spinning freeley so it can pull air through the radiator.
The way you check the fan to make sure it is working correctly is to go and drive it a few miles then come back, leave it running and open the hood. Now stand were you can see the fan turning and turn the engine off, The fan should turn no more then 2 turns when the engine is shut off, If it spends are free wheels then the fan clutch needs replaced.
