make sure the hose is in all the way when you're filling up. if it does it at different gas stations AND you're NOT topping off, take it to the dealership.

I would suspect you have a fuel leak at the fuel tank. Can be a fuel line leaking or the fuel pump gasket may be defective.
If the fuel injectors are dry then the 1998 Honda Civic may have a gas leak. The car should be inspected, even a pin hole leak can lead to a fatal accident.

Could be as simple as a loose or bad fuel cap.
This means that there is a leak in the vehicles EVAP system. Basically pressure is getting out. Most times this is caused by a fuel cap gasket being cracked over time or you forgot to put the cap back on after filling up the tank. Replacement gas cap is $9.99 at Autozone or O'Reilly.
You have a low side fuel system leak. Normal causes are the o-rings on the lines and fittings at the fuel filter.
Where is the leak from? The fuel filler? The fuel tank? A fuel line? Does the leak occur only when the engine is running? Does the leak only occur when the vehicle is parked on an inclined surface?
There is a fair amount of fuel that will leak when changing the filter.
