The fuel pump is about to go out completely. The vehicle dies because the fuel pressure is too low.

The whining noise is a common sound and problem with all Chevy trucks and suvs. Yes it is the fuel pump and it does not mean the pump is going out. Chevy recommends to keep the fuel tank 1/2 full at all times to keep the electric fuel pump cool. I've installed many NEW fuel pumps and they also whine/ make noise. It is just a common problem. If you are concerned about the fuel pump then you need to check the fuel pressure with a fuel gauge.
low fluid, internal bearing failure.
A whining sound coming from the front of the engine would make me think one of the bearings is wearing out in the belt assembly. This is something you should fix promptly.

The relays have nothing to do with the whining noise, they just complete the circuit and make things work. The whining noise is the fuel pump and that is a common problem with Chevy That noise will not hurt anything, but I would change the fuel filter and that may quite the pump a little. A stoped up fuel filter will burn a fuel pump up.
Normally a whining noise in the back end means the differential is shot
Check the fan belt; it may need to be tightened.
