A whining sound coming from the front of the engine would make me think one of the bearings is wearing out in the belt assembly. This is something you should fix promptly.
Probably a loose belt. If it makes the sound while turning it is the power steering belt. If it is constant until the engine heats up it is either a serpentine belt or alternator belt.

Could be a right rear axle bearing going bad.
A whinig or howling sound coming from a cars wheels means that a wheel bearing is bad and should be replaced.
it is the fuel pump because it is located in gas tank normal sound
also, check your power steering fluid levels. The noise you hear is the fuel pump.

Does it do it in neutral when you rev the engine up... if so it's the power steering pump...

What kind of howling? Or is it a whining? Where does it sound like it's coming from.
