He might not have meant it. He might not be emothionally ready to admit it. He might not be mature enough yet. Don't bug him about it to much. Just tell him when you're ready to talk, I'm ready to listen, and if you just can't wait, tell him you are not going to wait forever for him to grow up, and threaten to break up with him. If he doesn't love you enough to admit it, you should break up with him, cuse he's not worth your time in that case.
