Why does heat from the top of the bulb feels different from the heat on the side of the bulb?

The heat from the filament radiates in all directions inside the bulb (as there is no air for convection). Once the heat reaches the glass the heat is now transmitted by both radiation and convection.
Hot air rises so the air on the side of the bulb is heated and it rises up, it is now replaced by cooler air which needs to be heated. So the air on the side of the bulb is colder than the air on top. If you hand is on top of the bulb it will be heated by the air raising from the side as well as the top.

The fixture manufacturer goes on the side of safety. A 75 watt bulb puts out both more light and heat than a 60 watt bulb. It can make the fixture burn out sooner. For even more light, why don't you go with a florescent and get a 27 watt bulb that gives off the same amount of light as a 100 watt bulb? That will give off far less heat and be far better for your fixture?
