There is a actuator wheel right above the break pedal. turn the selector switch and see if it moves. if it tries to move, it is a stuck linkage just take it apart, wiggle each linkage. find the one that is sticking, repair or replace it. if the acuator does not even try to turn the wheel, switch it with one of the other 3 of them that are mounted neer by to see if it works.
