The earth's atmosphere acts like an insulating blanket, trapping the warmth close to it's surface. The further off the ground-the thinner the air, and thus the layer of air available to hold the heat in. Hopefully someone else can get further into the science and theory in their answer to you.
Although the temperature is in the several-thousand degree mark, there are very few particles at that altitude, so there is a very low total amount of kinetic energy to be transferred by those particles.
