Well, it definitely doesn't happen in every novel. However, it is a popular plot device. Perhaps it is popular because it is a strangely compelling idea... ignoring or rejecting the idea of love, not recognizing the object of love, and then finally relaxing, and accepting fate. We like to believe in fate and that love will overtake us unexpectedly, from a direction we didn't expect. We like the romantic ideal of a love that overwhelms us no matter how hard we fight against it, and then we finally give in and let love have us. It is nicer than believing that love takes an awful lot of time and effort. :) ... anyway, if you don't like that plot device, you could try reading a different genre, or a different author, or a different romance publisher. There are lots of different types of romance novels, and a lot of excellent books in other genres with romance as a subplot that you might enjoy.

If you read a book where the hero and heroine loved each other from page one, what would be the point in reading the rest? Romance books are simply a way to guarantee a happy ending while making sure the two people involved in the story deserve it. You throw in obstacles to see what they're made up. Then you set them up in a certain way to show the other person that yes the hero really is worth loving.The more you make someone fight for something the more they'll cherish it. That's the bases of most romance novels. Giving the hero and heroine signs that the other person is worth whatever they'll have to go through.
