Hi I'm new to the Jag world but believe it will probably linked to your AAV, auxilary air valve. located at the rear left of your engine with fairly large hoses leading from the left air cleaner and back into the left manifold. it has a wax pellet driven piston and this is renowned for sticking. If only partly open it will not give you good cold idle speed and when warm it will give you high idle.
1985 doesn't have cold start relay.
buy a new one

Is the gas milieage ok, check bad grounds Mine has a bad O2 sensor, does the same thing. Does It take gas when you first start it and try to take off?
i know this is fuel injection problem but where to start shop wants1200. to fix
The vacuum pull off for the choke on the carburetor may be bad or out of adjustment.

Im having the same problem. Either the cold start things bad or the timings off or both...
cold engines hve high idles because the pcm is dumping fuel into the motor in order to increase engine operating temperature. when speified temperature is reached, the amount of fuel is decreased an the rpm drops down to the lower idle speed
seriously man it did that in my acura til i switched the main relay
it sounds like your choke is not operating properly.
