It may be a bad Idle Air Control Valve .

I also wish someone would answer this question as my 1997 Ford contour does the same thing. It shakes and vibrates very bad when it idles and it idles really low. I have a 1997 awd v8 ford explorer. It gets stuck in park and is very hard to get unjammed.
The 1999 Ford Expedition gets about 16 miles per gallon at its very best. On average this vehicle gets 12 miles per gallon in city traffic.
There is not a V6 offered in a Ford Expedition.There is a V6 in a Ford EXPLORER. If you do have an Expedition, you have a 4.6 or a 5.4 V8. Please refer to other posts in this column for EGR remove/install instructions. Most are very good.

On the 1997-2000 Ford Expedition models the 3rd row seat are remove by. Folding seat in half then pull handle in the rear of the center of the seat bottom portion of the seat up. Pull handle and push top of seat forward. Be very careful the 3rd row seat is very heavy. Best bet is to get someone to help to fit it out.

It is on the left side of the engine block but is up where it is very had to find. You have to be under the vehicle to find it.
