I had the same problem...until I had the coolant in the AC system recharged two years ago
That can happen when the starter has failed.
check your coolant level
The fuse blows because the current through it exceeds the rated current limit of the fuse.
check belt maybe slipping Be sure the coolant level is full
You might need freon
An air conditioner blows out heat
You probably have a jammed or otherwise defective vent door.

If it blows when trying to crank the engine, the starter is probably the failure.
check engine wiring harness where it runs across top of transmission for rubing and short to ground
