The fuel is shut off to shut the engine off.
depends on how long it is between runs, and how cold it is outside. Unless you're in the arctic, shut it off if the stop is longer than a minute.

It is internal to the fuel injection pump.
If it's not a diesel, it's probably the ignition switch. Older non computer controlled engines can continue to run (badly) after the ignition is shut off due to a very high idle or a badly set timing.
Check out the fuel shut off solenoid. The only reason a diesel wont run when warm is if it has no fuel.
Filter is in top center of engine under the little flap if it is still there. should be mechanical pump will not have pump shut off.
