sounds like the low speed jets has some dirt in it clean the carb

It will make it hard to tune and will have sporadic rev habits. My recommendation would be to drop $5 on a gasket (only uses 1 from the factory) and take the reed cage out and visually inspect the reeds for cracks or chips.
