Why does my chihuahua pee all the time like when shes excited or i get onto her for pooping in the house?

It's generally a sign of submission when dogs urinate in greeting or when reprimanded. It can get frustrating, yes, but it's generally just a submissive behavior and not really misbehavior or a sign of bad housebreaking. If it's connected to things other than excitement and submission, you might want to get a vet to check her for any physical problems--urinary incontinence is not entirely unusual in spayed female dogs especially.

If you're having problems with her housebreaking in general, however, I would recommend for one thing taking her outside more frequently--small dogs have small bladders and less capacity to hold their feces as well than a larger dog might--and keeping her supervised or confined when indoors. If you see signs that she's about to go, take her directly outside and praise her for defecating outdoors. When you can't watch her, keep her in a crate/kennel just big enough for her to sit, stand, lay down, and turn around in comfortably. Most dogs, unless extremely desperate, will not foul their sleeping area.
