It means it's a male dog..... If it isn't a male dog.... You might want to take it to the Veterinarian. But my guess would be (If it is female) it's probably a birth defect which made it not able to have babies. Unless it's female and still is able to give birth: You're lucky it doesn't go in heat. And some dogs have different heat schedules. Like my dog only goes in heat every two months.

Virtually all breeds have two oestrus cycles each year. Initially, the vulva swells and within a day there is a clear discharge, which becomes tinged with blood the next day. This discharge increases in intensity and then slowly diminishes, ending after about ten days. During this time the female becomes more alert and urinates frequently, leaving signals of her impending willingness to mate. Ovulation takes place soon after the discharge has stopped. Only now will the female accept mating. Hormonal changes occur regardless of whether a female is pregnant, which is why there is no simple blood or urine tests to confirm impending motherhood.

Your female may not be in estrus, this is the fertile portion of her heat cycle (approximately day 12 - 16). She will only allow mating to occur at this point. Her body will submit a pheromone (scent) which will encourage the male to respond to her. She will not be receptive until she has reached this point in her cycle and will snap at any male who tries to mount her.

Perhaps she is spayed, too young, or too old. Bitches typically go into heat twice per year, but not necessarily at regular intervals, like every six months.

Your female may have been spayed, if so, she will not come into heat again. There are drugs that can induce heat that must be required from your vet.

No your dog can never not go into heat, although after there first time in heat you can fix them so they won't go into heat again
