Because they're not flamable, and they don't get hot enough. They're made to heat up enough to cook what you put on them, but not enough to melt or burn. Besides, it would be a bit of a fire hazzard to have a stove that caught on fire every time you needed to cook something on high, don't you think?
Your stove probably won't turn on because it is probably aged. But if you just recently got your stove, you might want to call a technician.
The sparker may be wet. Take a hairdryer and turn it on hot and blow it on the starters. Turn off the gas and electricity to the stovetop beforehand.
Try a toaster oven, a hot plate and a grill.

The element will always use full available power if you are starting from a cool oven. (Some high end ovens wont do it this way). However if you want to go from say 350 to 400 the oven will usually get hotter faster if you set it to 500 (or broil) first. Then turn it down at 400. Warning - the oven will turn the elements off with this method and may wear them out because of too fast cooling and heating. you need to remove your bumper once that is off their are 3 screws holding the light cluster ( top & bottom and one on the side by the indicator)
