There could be a few reasons, not the least of which could be his (or her) general lack of awareness. Some people are very sensitive to subtle changes to their surroundings. Others are oblivious. I, for one, could probably return from work to a house that's been repainted, that has new furniture, and maybe has had a few walls removed and wouldn't notice unless someone pointed it out to me. So, is it reasonable to expect me to notice that my wife dyed her hair two shades darker than it was yesterday? But it sounds as if that's not your partner's problem, since he (or she) manages to notice -- and compliment -- his sister-in-law. There could be a few reasons for that, and one of them could be that he finds her generally attractive or that what she does specifically to change herself is attractive. Another reason, I hate to say, might be that perhaps your partner doesn't particularly care for the changes you are making to your appearance and, instead of saying so, is remaining silent.
