Day time running lights?
You must remove the under car apron under front bumper then lift down and access bulbs from behind fog lights
If the Explorer is running engaging the parking brake is supposed to turn the daytime running lights off , otherwise the daytime running lights are supposed to shut off when the engine is shut off . I have a 2004, Eddie Bauer Explorer. On the light switch itself, there is a selection to turn on or off the day lights, as well as the extended, courtesy lights after ignition is turned off.
Daylight running lights
There is a fuse for these lights. I would highly recommend not doing this as it is illegal.

In the older model Tundras, the running lights are the headlights, not the parking lights. If you open the hood, and look right behind the left headlight, there should be a grey wire with a bulky connector. It should be located right between the battery and the side wall of the truck. Simply disconnect the grey wire and the running lights should come on. You could buy a new daytime running light relay that just loops the circuit back to itself, but this works just the same.

I have 05 with no brake lights
Yes. You would need to wire them up to your running lights.
Yes , the 3.3 liter V6 engine in a 2004 Toyota Solara has a timing BELT ( P.S. - it is NOT an interference engine )
