there are two possibilities, first...there maybe two much humidity in the home. second...you may have painted over a oil based paint.

It depends on the base of the paint. If it's an ordinary house paint, you should be able to peel it off.
If the white paint is well-bonded to the surface, and the red is very fresh, a lot of times you can use a sharp razor blade to peel the red paint off the white. If the red is stuck on there, I would use a sanding block to remove as much red paint as I could without damaging much of the white paint, then put a coat of white paint over the area. Next time, get a newspaper and tape it to the white walls to protect the building.

You have to get rid of the peeling paint by scraping and then priming with oil based primer.
Jasco - it's a chemical used to remove paint. You could use a heat gun, but the aluminum will take a lot of heat before the paint starts to peel off.
I suppose you could use paint stipper from a hardware store, but I would recommend using a high pressure hose. It will peel the paint right off.
So the paint will stick and not peel off later.
