yes it does. For the part of the planners of the urban areas they have to deal with certain issues such as human waste dispossal, carbon emanations, road work and all this makes the density of the population to matter.

If you construct a road for traffic of 100 cars and you have a population that owns one million times that amount you will have difficulty in the higways and the such. If you make a water treatment plant with the same mistake you will have a lot of human feces bothering daily. If you plan markets the same way, by the time you do your groceries you might find every store empty with nothing to buy for food.

so the human population in a particular area does matter.
