An animal such as a bird or rodent sitting on a "high tension wire" (electrical line) will not be shocked because it is not connected to a lower voltage, or ground. In order for electricity to flow there must be a difference in potential. (The scenes in movies where people fry when they are suspended in the air on high voltage grids are not in accordance with the laws of science-just as Superman could not really stop a speeding bullet or falling meteor.)
If you-- a person-- touch the same wire while standing on the ground your body WILL provde a means of current flow as you are conectged to "ground"--which, by definition is low or no voltage. but if you are ONLY on the wire, and not the ground, same result. No current flow.
