Turn the switch OFF and look below the centre of the garburator. There is an Allen socket in the middle of the motor shaft, fit an Allen wrench (often 3/16 or 1/4 ) into it and turn as water runs through it. Hopefully this will dislodge the obstruction. You have a major problem. concrete is not water proof (liquid or vapor)or really even water resistent.
