When you dissolve sugar, or sodium chloride (NaCl), the salt breaks apart into two ions, Na+ and Cl-. So when you dissolve one mole of salt, you have two moles of particles in solution. If you used something like magnesium chloride, MgCl2, you'd get 3 moles of particles for each mole of MgCl2 -- one mole of Mg2+ and 2 moles of Cl-.
