There was some individual activism on the issue as far back as the 1970s. However, it was considered a radical, fringe issue in a decade where the woman's rights movement was also considered subversive.

Over time, the general public's attitude towards gay people has evolved enough to make marriage equality a mainstream issue now. The momentum really picked up in 2001 when Vermont legalized civil unions and the Netherlands became the first country in the world to permit same-sex marriage.

The movement also received a boost when the Supreme Court struck down all laws criminalizing homosexual activity, and again when President Obama finally endorsed same-sex marriage.

The reason why this change took so long involves momentum and inertia, taboo and acceptance, as well as incremental goals such as non-discrimination laws and decriminalization.
