Santa does not let only NORAD see him as part of his adventure to deliver presents all over the world on Christmas Eve, NORAD is just the one that has made a habit out of it however anyone that knows how to access and read satellites would be able to track him because Rudolph's red nose delivers a heat signature that satellites can pick up on. News Channels and Google can also track Santa since they can use satellites to gather the information on Santa's whereabouts on Christmas Eve.
