It depends on if you bought a pull start mower or a power mower. The pull start mower will have a handle you have to pull hard to start it. The power mower should have a button that simply turns it on. Make sure there is gas in the pull start mower.
That's cause when you take out the spark plug, you have 0 compression. Its hard to pull because the piston is compressing air. If its not able to start and is waaay too hard to pull, then you probably have a valve problem

Prime it 2-3 times pull if it doesnt start give it 2-3 more primes until it starts.If it is very cold out try holding the throttle in halfway and pull start it at the same time as holding the throttle in. If you have the 670 it has very high compression so the pull start will be heavy to pull.
