It all goes back to the basic properties of the states of matter. Solids have a definite volume and shape. Liquids have a definite volume but take on the shape of their container. Gases (including "air") have an indefinite volume (meaning that you can compress it) and also take on the shape of their container. Since air is compressible, it can give, much like a spring, thus introducing delay when there is considerable distance.

I believe this is related to the fact that the atoms are closer together, in the case of water.
