Chances are that your tailgate doesn't keep opening, rather it isn't latching properly. I had a '97 with a similar issue. You need to remove the tailgate handle bezel, and you may be able to lubricate the handle mechanism from that point. Use a white lithium spray grease, or a graphite lubricant. If not, you will need to remove the mechanism from the tailgate.
To prevent carbon monoxide poisoning, you need to keep the rear window or tailgate of a vehicle closed.

It helps. A2 NO. Mythbusters did this one. They found that contrary to popular belief, it is better to keep the tailgate up. It's something to do with the wind turbulance. With the tailgate up, it causes a vortex which helps slipstream the air over the cab. With the tailgate down it causes drag behind the vehicle.
