The idle shutdown mechanism depends on how the ECM is set up... there are many ways this can be done. Running it at high idle might or might not override the idle shutdown, dependent on how the parameters are set. If you have ambient air temperature override, you can tape a hand warmer to the temperature sensor.
The IAC (idle air control) at the throttle body is usually the problem.

as to further go in details on this question water circulation and temperature seems adequate by squeezing the top radiator hose could this have anything to do with heater core clogging up??
If you have just started it up it hasn't yet warmed up it will idle fast until the computer will read that it is warmed up to operating temperature. If the vehicle is already warm, it is likely that the idle control is out of adjustment OR that the accelerator pedal or the accelerator cable is sticking.
Because it also starts the air conditioning compressor which cycles on and off loading up the engine which changes the idle
your idle air control valve need to replace parts $200 labor $150 or clean it with carburetor spray if you're lucky that might solve the problem i clean my idle air control valve it help little maybe i didn't clean it up good my idle go up and down pretty high and then after i clean it sound much better but it still there idle go up and down slowly now the best way just buy a new idle air control valve engine light turn on hope its not o2sensor
