There are two structures called "Devon Bridge" in the US and one in Canada. For all I know, there may be bridges in Devon UK as well. For the one in Stratford CT, the machinery that opens or lifts it is severely antiquated, occasionally jamming or failing to close properly afterward.

You go past Fortree city and go through some more tall grass and there will be a bridge. Go down the bridge and Steven will give you the DEVON SCOPE.
in fortree go to the right i almost forgot but i think there's a bridge you will see steven he will give you the Devon scope to see the invisible Pokemon
its a keckleon. go to the bridge after fortree (the 6th gym place) and steven will give you a Devon scope. then go back and use the Devon scope on the invisible wall.
after reaching frotree city you leave frotree and go to the east direction and go straight and when you reach the bridge you talk to steven an d he will give you Devon scope.
You have to get the Devon Scope from Steven. Steven is on the bridge on route 120. When you go by the invisible keckleon, just click it and you will battle it.

Go to the next route and there is a bridge with Steven on and he asks if you want to fight. Say yes and fight Kecleon and he gives you a Devon scope, go to the gym and use the Devon scope, a Kecleon runs away, and you can fight the gym
you go to fortree and then go out the other side onto a route fight through the grass and trainers and find a bridge you will see steven and he will give you the Devon scope and then you will fight a kecleon then go back to fortree when you get to the "invisible thing" say yes to use the Devon scope and a kecleon will run
