if you've replaced those 2 parts you should check the fuses and or relays. If those are good then find the ground from the pump and or sending unit and trace it back. also make sure that the sending unit is getting power. that should do it.

there is a Sensor in the tank and if you get bad gas or something it will mess it up and it wont read
It's located under the drivers side of the front and bottom of the engine. Look for the harness connection behind the fan and radiator. Just changed mine.
