You would have to bring suit primarily against the teacher. And then - you would have to consider the value (and your chances of success), in bringing a suit against the school. Such a suit could conceivably allege poor supervision, or some other catch-all, but unless you can prove that the school was aware (or should have been aware)of the treachers activities, the chances of winning are pretty slim.
You file a lawsuit in a Court with proper jurisdiction. You do not obtain "papers" from the clerk to file. A law suit is drafted for the particular suit. If you are unable to conduct the legal research necessary to learn the proper jurisdiction and cause of action, you should hire an attorney to assist you. A suit against a police officer is serious and complicated. A lay person who is unable to conduct legal research is not likely to prevail.

If your spouse committed are crime or was involved in a disagreement then yes any one can file a suit against your spouse. If you spouse and done nothing wrong the suit will most likely be thrown out by a judge.
