I'm guessing you mean when the key is turned on but the engine isn't running. If that's the case, it's a starting aid using glow plugs or some other similar design to heat up the cylinders for a predetermined time. When the light goes out, crank over the engine until it starts.

Glow is probably for "glow plug" which is a diesel engine application. If your vehicle isn't diesel, it had that option as an engine, so that fuse would be found empty in your vehicle. If your vehicle is a diesel, a blown fuse here would lead to a "hard to start"or "no start" issue.

I imagine that if the light is blinking the engine most likely has a glow plug out. This can often be tested by removing the preheat harness from the time/relay and using a test light. Attach the clip of the test light to the positive connection of the vehicles battery. Then probe the terminal of each glow plug, you might have to remove insulators and things to get to them. The result, if it lights up its good, if it does not, replace.
