I don't know how to fix the main problem but if you climb in the back of the Blazer in the middle of the hatch you will see a little round plug if you pop this out use a flashlight to see inside on the right side there is a lever if you pull it toward you all the way you will hear it click then you can open your hatch and window.
If its in a hatch back the harness between the hatch and the body often goes bad The switch and the fuse are common problems.

It could be the rear window wiper fluid supply line broken. The wiper fluid supply line run directly over the back dome light. My 2002 Montana had the same problem.
My 2002 Tribute has the same problem, caused by central locking motor failure in the back hatch.
If you are unable to get the back glass of a 2002 Trailblazer open, you can remove the glass or take the window panel off of the hinges.

if you open the hatch to the right of the lock hinge there is a small hole with a screw turn the screw and it will lower the spare. you may have to use the original tire changing pipes to turn screw pipes should be under back seats
Also there doesn't seem to be enough power going to the back hatch release or the wiper to operate. Had at one time the whole dash went out then came back while idling. Van is a 93.
