It could mean that the brake pads need to be changed.
Open the back of your Rav4, on both sides of the back from the inside, there will be a plastic cover over where the brake light would be, gently take that off and you can see the brake lights from there. Just twist the harness that the bulb is in and the bulb should just pop out. Good luck.
If there is a chance the normal brakes may not work properly to stop the vehicle the handbrake cable on the rav4 2002 needs to be changed. Adjust the emergency brake, or handbrake, using a wrench or screwdriver. Turn until the brake line becomes tighter.

After removing the top bracket and unscrewing the bottom bracket, you will have to disconnect the 5 plug ins that are on the ecu and drop the ecu down to remove.
