It depends on which car.
If it is one car - you would use "The car's beams" - If it is more than one car, you would use "The cars beams"
Russia is not that cold that cars wont work at all. Yes, the cars are in high risk of something to freeze.
Take your car in to have it checked. Turn signals should work without high beams.
check fuses, if good, possibly burnt bulbs or wires, check for voltage at wires.
Does the car have fog lights? I have a 2003 Sunfire that the high beams would not work on. This was caused by a short in the fog light wiring. I had the fog lights rewired separate from the harness (about $100) and the problem was fixed.
Check bulb Check socket for corrosion, power and ground

It depends on what cars you are referring to.
By preventing the car crushing the occupants of the car.
It is not so much hard for a car to start when the engine is cold as it is easier for a car to start when the engine is warm.Cars that are hard to start in the cold are usually not new cars any more and because of wear and tear there is more likely to be something that doesnt work as well. when fuel is warm it ignites more easily.
a car is a machine that has a engine which work easy!
If you can drive a car you can work. If you can work you can buy your own car. Stop looking for a handout.
