Well it's quite simple actually, when a cell divides by itself, it makes numerous catastrophic collisions in the process which later reacts the nuclear bond between each the proton and electron, so meiosis is simply a instant reaction between the 2 earlier stated cell structures, so to answer the question, cells have to go through meiosis twice because I got in one little fight and my mom got scared.
