A lawsuit filed by PARC against the Commonwealth of PA, demanding access to education for all handicapped children. Prior to this lawsuit, the state of PA did not have education for the handicapped, physical or mental. Mentally retarded children's parents had to find private schools for their children. The Commonwealth of Pennsylvania issued a Consent Decree basically stating that education should be provided for all children regardless of any physical or mental handicap. The federal Department of Education used this Consent Decree to issue their federal mandate for eduction for all.
