It may be a safety feature on your car. If you are going to make a turn you for sure do not want the cruise to be engaged.
Check the vacuum hose that feeds into the cruise module in the engine.
A. There is no "Cruise Control Relay" per se. The power for the cruise control comes through fuse #14 in the fuse box. From there it goes to the Cruise Control Switch. However, the Cruise Control Module is above the Fuse/Relay box, behind the dash board. There is a special cruise control tester, VAG 1466, that Volkswagen plugs into the system to pinpoint malfunctions. I think it would be worth the money to just have Volkswagen check the system if you find the fuse is not the problem.

You have a problem with your ground. A weak ground will always cause this type problem.
Depends on what's wrong of course. However, it has been my experience that the problem is usually the controller. IE: the control thing on the turn signal lever. The wire has usually broken where it goes into the steering collumn. Check the fuse first of course.
I had the same thing in my 1985 325e and it was the cruise control. Since I never used the cruise control I just cut through the entire wire bundle and problem solved.

Yes you can add cruise control to a Lancer. I am not sure how much Mitsubishi charges for it, but there are several places on the web that will sell you the aftermarket kit, which is basically a control stalk that goes on your steering column and a black box that goes into your engine bay and controls the throttle. There isn't a fuse.. it all goes through the engine ECM.
