Why does the door not open from the outside on a 93 dodge Dakota?

Most likely the connecting rod(s) from the exterior door handle to the latch have become disconnected. Those rods are often connected using plastic connectors that, especially in older vehicles, become brittle with age and break.
The good news: replacement connectors are usually cheap (a few dollars) and readily available at many parts stores.
The 'bad' news: If you plan on repairing it yourself, it can be a tedious and time consuming job if you are unfamiliar with accessing your door's interior. It may be worthwhile to pay a mechanic to do it for you.
