Eagles do not have paws, they have claws. Mammals have paws, except for primates like us, bonobos, chimps, etc. who have hands.
Most people are right handed and extend that hand first so the right claw was chosen to show that our primary intent is peace. The arrows are in the left claw to indicate that we have military power that can be used, but (at least in the past) only as a last resort.
The bundle of arrows on the Great Seal represents power in war, and the power of unity. The head of the eagle is facing right, towards the olive branch, in times of peace.

It just has one written across it with the pyramid (annuit conceptus) on the left symbolizing the eye of providence and the great seal on the right side. For the great seal, the olive branch in the eagle's right hand represents peace but the arrows represent the necessity of war (at times) to maintain that peace. The eagle's head is turned towards the olive branch as a symbol of looking towards peace first and foremost.

Together, these 2 symbols represent that the United States of America desires peace and searches for it, although they are ready for war at any time. The olive branch itself is a symbol of peace, and the fact that the eagle is facing the olive branch shows that USA prefers peace whenever possible. Which eagle?The Eagle on the Great Seal of the United States of America faces to its own right (the viewer's left). Since the design specifies that the olive branch is grasped by the eagle's (own) right talon, the eagle faces the olive branch (but is not exactly looking at it; as it's considerably below the eagle's line of sight).To the extent the eagle is "staring at" anything visible in the seal, it's the words "E Pluribus" on the scroll/banner held in its beak.The Presidential Seal is very similar to the Great Seal, but which direction the eagle's head is turned has varied over the years. It's NOT true that the eagle faces the arrows in wartime and the olive branch in times of peace, though the Presidential Seal was revised in 1945 and the eagle's head was turned towards the olive branch. This is not specifically because of the end of World War II, but rather because no one is quite sure why the eagle ever faced the other way in the first place unless it was simply to distinguish the Presidential Seal from the Great Seal ... heraldric animals traditionally face their own right ("dexter"); facing to their left ("sinister") is unusual.
