Are you sure it's not the cooling fan (radiator) making the noise? It is suppose to come on with the a/c running. If it's not the fan you should check the IAC valve. (Idle Air Control) It control the engine idle speed. Simply check resistance across terminals a & b then c & d..should be 40 to 80 ohms
