It sounds like you need to get a front end alignment plus the tires balanced.
behind the front brake disc.. i believe it is part of the backing plate.
You may have a bad wheel speed sensor on one of the front wheels.

I had the same problem with my '97 Astro van, the plastic vacuum line from the PCV valve to the vacuum cannister underneath the front end had broken. It might not be that vacuum line, but you do have a vacuum leak somewhere.

Check the steering arms, the tie rod ends, and the ball joints for wear. Any of these will cause the problem.

You can be twice as certain about your speed now.

It cushions the impact by putting a big pillow between you & the wheel in case of front end hit in your car (over a certain speed).
There are two, one for each front wheel, mounted to the steering knuckle. Look for an electrical wire leading down to the brake backing plate.
