Needle valve in carburetor may be leaking. You will see your oil level overfull and smell gasoline mixed with the oil if that is the case. Float could also be stuck.
The fuel filter on 1998 Dodge trucks, Dakota, and full size trucks and vans have the fuel filter located inside the fuel tank, It is a non replacable filter.

According a recent visit to Toyota dealership, it appears that the fuel filter is located inside the fuel pump. That is, you need to remove the fuel pump in order to change the fuel filter wich is part of the full assembly.

If there is an inline fuel filter between the pump and the carburetor and it does not stay full, the problem is not a leak between the filter and the carb, nor is it a float problem in the carb. It is either a leak on the vacuum side of the pump between the tank and the pump (usually in the area of the tank) or the fuel cap is not allowing air into the tank. As the fuel level drops in the tank a vacuum will form and stop the flow of fuel out of the tank. There is probably a leak where the fuel line attaches to the carburator, or the hose connections on the filter. If the fuel line can see air, it will drain all of the gas in it back to the tank. I'd say there is a leak between the filter and the carb. might be a bad float or stuck needle valve in the carb. this is obvious if the engine is flooding (lots of black smoke) before it stalls
Can be, and can also be a clogged fuel filter. A fuel pressure test will verify this.
Start with replacing the fuel filter.
You may have a clogged fuel line or a clogged fuel filter.

If they told you full service included the filter change and you agreed to full service then you agreed to a filter change and you had a meeting of the minds and a verbal agreement. If they did not change the filter they have broken the agreement.
