When people put the Environment First, Development Will Last.
It's about a 50/50 blame. The government does very little to cut down on pollution. But, people are the ones who put so much CO2 into the air. If I was to side on one, I would say the people are somewhat the bigger problem.

Overpopulation puts severe stress on the environment because it depletes resources. More people means more trash put into the dump, a higher demand for food, more demand for products which results in more factories. More vehicles on the road adds to the pollution.
