Because it is illegal, there is no way to monitor and/or tax it. However, if it was legal then it would have the sin tax added to it like alcohol, cigarettes, and other fun but "sinful" things that the government allows us to enjoy at inflated tax prices.
It was originally made illegal through governmental Propaganda that basically scared the general population who had never themselves experienced it's full effects into thinking it causes people to kill each other. During the 70's President Nixon declared a war on drugs, and during that time possession of marijuana was about as bad as a parking ticket.
The government now is moving slowly towards legalization, but it is in no way an overnight proses. The Federal Government has already lost jurisdiction and now it's a matter of states rights, California is pressing to be the first state to legalize marijuana for recreational purposes and in several other states it is used for medicinal purposes.
