If the hamster being eaten is a baby, it's because it's a runt. The mother does not want to waste food and water on something that is probably going to die any way. If the one being eaten is not a baby, the hamster is prabaly still weak, and the one eating it, does not want it around.
The mother will eat her babies once they start eating on their own. You must separate them at that point. The difficulty is the appropriate timing.

Hamsters do eat eachother, it is usually the mother eating her newborn offspring. However when the babies reach and survive the 10 day age then she can no longer eat them (this is the day to start handling). But there are many reasons why she would eat them, she may be scared and stressed by the new-comers and doesn't know what to do with them. She might have a very low nutriant level and might eat a couple to get it back up so she can nurse the rest. If a human or anything else touches one of her babies then she will eat it as it will not smell like her baby and she may think of it as a threat.
You can keep the mother and her offspring in together for serveral weeks, you can keep the mother and the females together for 5-6 weeks or maybe even more.
Only female hamsters eat their own babies. If the mother senses any danger, she will eat the babies. I am not sure why they do that but make sure you don't touch the mother, the babies or anything in the cage. I once found my own baby hamster's heads missing. I could see their spine sticking out!

Ok this is what you do. Wash your hands really good. Then put on some gloves and remove the dead hamster. Put it in a bag and throw it away. You do this so the mother hamster doesn't smell your scent because if you touch another baby with your hand she will eat her babies. Hopes this helps.
